Long Term Leases for Community Organizations on Campus

Thank you to those who responded to my original post.  It appears that I was less than clear in my request.  We are inquiring about long term leases (one year or greater of university/college space), as opposed to Conferences and events.
External entities often approach us looking for long term leases (greater than one year),  or free space at our university.  Some organizations have a clear and direct benefit to our students and some are only tangentially beneficial.

We would like to develop a policy that would guide us in making a determination whether or not to lease to various external organizations.  Such a policy would not only help us make objectively based decisions but will also help us if we need to decline the request.

We would appreciate any guidance and/or sample policies.

In addition, we are interested in learning how other university's charge external entities who occupy university space--i.e., long term, not Conferences & Events .  What services do you provide as part of the lease and what services do the external entities pay for.

Thanks in advance for any advice.
