    Hello NACAS Community.

    I've been reading through recent posts and I see some have addressed this topic in the last month but considering how rapidly the situation we are facing is changing, I wanted to pose the question again...

    How are you handling refunds for meal plans? Pro-rated? To all students?
    Is the University bearing the cost of refunds?

    We are trying not to make a quick decision on the refund process so we have communicated to students that we will be sharing more information later in the term.

    Regarding the contractor, Have you moved to a cost-model  or service fee structure with your dining operator? Or made any other financial concessions to help them during this time?

    With that said, our housing is urging students to move off campus and are prorating both housing and meal plans. We're down to 123 in housing on meal plan from 2,400 a month ago. We are self-op, so I can't speak with any authority on what the approach of the contractors will be. Coming from the contractor background, I can see a switch to a fee or cost+ based arrangement with their on a straight P&L or hybrid campuses. I imagine they will play nice and share the pain for a while, but as a partner they need to be kept whole at some point by requesting a shift in straight P&L agreements to cost +.

    I hope everyone is keeping safe.  At Tennessee State University we went to classes online on March 21, 2020 and all residential students were asked to leave the campus residential facilities.  There were a number of situations that needed individual attention; we put a form online for students to provide detail information regarding their circumstance and the university determined if the justification warranted them remaining on campus.  Once that had been completed, we had 178 students remaining. 

    We initiated refunds for housing and meal plans on a pro-rated bases on the date the individuals checked out of the residence facilities.  Commuter students were refunded their funds based on what was used.  Students who were allowed to continue to remain who were on meal plans are continuing to be fed daily.  Students were relocated to the apartments on campus and numerous restrictions were implemented by our Office of Emergency Management. 

    To date we are housing 85 students and 20 staff persons on the campus.
